Wrong header on JWT auth api

Looks like we imported the jwt api to the guthub repo.  The header now says licensed to the ASF which is incorrect.

This is not the only diff with the RI api jar normally. There are less changes than in EE specs since there is no service loader usage so we dont need to hack them for OSGi compliance and the enums were mainly copied to respect the ordinal but that's it.
