webservices with partial wsdl don't deploy

When attempting to deploy a webservice with a partial wsdl (no service element) we throw a deployment exception.

Since the spec indicates that even with a partial wsdl we are required to support methods apparently requiring a full wsdl such as Service.getServiceName() and Service.getPorts() it looks like the simplest solution will be to provide enough information in the plan so a service can be added to the supplied wsdl with a service and ports for each bound SEI.
